SAND MANAGEMENT

 

PELITA through its wholly owned subsidiary, Magna Focus Sdn. Bhd. (MFSB) had been given the task by the Sarawak State Government to regulate and manage sand and gravel extraction from the seas and rivers. Sand and gravel operators interested to extract sand/gravel within PELITA (MFSB) licensed areas are required to have Operating Permit, which could be applied from MFSB at the following address: -

A. Permit Application
For permit application, please download the application form from this website. Fill in the form and submit it to the above-mentioned address together with a complete set of documents as stated below:
i. Name of company/firm, registered/postal address & contact person;
ii. Purpose and/or usage of sand/gravel applied for;
iii. Certified true copy of Company Registration Certificate & Trade License;
iv. Proof and amount of paid-up capital;
v. Certified true copy of Form 24;
vi. Certified true copy of Form 49;
vii. Last three years company's audited financial statement or bank statement for proprietorship/partnership;
viii. Latest Annual Return filed with CCM for renewal.
ix. List and certified copy of certificates for barges/machinery used for extraction; including particulars of vessels/barges, Length x Breadth x Height measurements, gross tonnage, registration number, type and certificates of registration;
x. List of Projects requiring sand supply and proof of required volume and project consultant report, if any;
xi. Indication of Stockpile area(s);
xii. Mode of Extraction, and
xiii. Proposed area of extraction (including map) must be within the licensed area as indicated in List of Licensed Areas table.

B. Permit Renewal
For Permit renewals, please use the same form as in (A) and submit at least 2 months before expiry. All related documents and information must be updated.

C. Processing Time, Fee and Deposit

Permit processing and final consideration will take about two (2) months. A processing fee of RM 50 (non-refundable) and processing deposit of RM 300 (refundable) will be charged upon submission of application form.

D. Particulars Of Machinery and Stockpile Sites:
All barges/vessels involved and stockpile sites used in the sand operation activities are to be duly registered with the Licensee and Department of Land and Survey respectively before extraction commences.
The following documents are to be submitted to the Licensee:
i. Particulars of Ship Certificate issued by Marine Department
ii. River Operating Certificate (Permit) issued by Sarawak Rivers Board.
iii. Latest Inspection (Survey) Certificate by Marine Department.
Any change to the barge/vessel used for sand/gravel extraction must have written consent from Licensee.
Any change to the stockpile site must be approved by Department of Land and Survey before registration with the Licensee.

E. Security Deposit

Upon acceptance of permit offer, applicants are required to furnish a Security Deposit in the form of a Banker’s Guarantee or Banker’s Cheque, the amount will be decided by the Licensee.

F. Management and Royalty Fees

Permit holders are charged a Management and Royalty fees of RM3.90 (except for Sg. Sarawak and Btg. Kayan) for every metric tonne of sand or gravel.

Sg. Santubong (from 1km downstream of causeway)
2.

Along Sungai Sarawak Kanan (From the mouth of Sg. Sarawak Kanan to Tg. Durian & from Tg. Jabu to Buso)

3.
Along Sungai Kuala Sematan, Sungai Sebako & Sungai Serayan Sematan.
4.
Along Sungai Tebia/Simbu, Padawan.
5.
From the bed of Btg. Sadong (Kpg. Lubuk Lalang to Kpg. Sebangkoi)
6.
From Spalau to Ng. Kesit of Batang Lemanak, Lubok Antu, Sri Aman.
7.
From Batang Saribas, Betong Division.
8.
From Ng. Derau to Ulu Senulau and Ng. Budu to Ng. Gerenjang, Sungai Krian, Saratok.
ii) Central Region
1.

From the river bed of that part of Btg. Rajang, Btg. Lebaan and part of Btg. Igan, Sibu Division, Sibu.

From the bed of Btg. Rajang, Sibu.

From the beds of Btg. Rajang in the Sarikei Division

(i) From the bed of Btg. Rajang commencing from a point at Ngemah which is the Divisional Boundary between Sibu and Kapit Division to Nanga Balleh/Nanga Sut Batang Balleh, Kapit which herein described as AREA A
(ii) Btg. Rajang commencing from a point of Rh. Punan Laging, Sungai Pih and Batang Belaga commencing from a point of Rh. Kahai to Rh. Apan which herein described as AREA B

(iii) From the mouth of Sg. Belepeh and its two (2) tributaries, Sg. Seping, Sg. Jaik, Sg. Maleh, Sg. Wat, Sg. Majoh, Sg. Murum, Sg. Penyuan and part of Batang Balui from point at Long Murum to Batang Lungun which herein described as AREA C

From the river bed of that part of Kuala Btg. Balingian, Balingian upstream to Rh. Chendang, Ulu Balingian of Mukah Division

From the bed of Btg. Rajang, Btg. Paloh, Btg. Lassa and Btg. Igan, Mukah Division.

From the river bed of that part of Btg. Igan, Btg. Oya, Btg. Mukah and the seashore from Kuala Mukah to Kuala Mudan all in Mukah Division, Mukah (except the seashore).

iii) Northern Region

From the riverbed of Btg. Lawas, Lawas and Btg. Lawas Damit.

Offshore at Kuala Baram, Miri.

I. Export of Sand and/or Gravel Outside Sarawak
No export of sand and/or gravel outside Sarawak shall be allowed without our written approval.
